THE AIM: The Ministry of Labor is aiming to drive the private sector to recruit more Saudi citizens so as to reduce the high unemployment rates. However, the private sector, generally, is not particularly keen to recruit citizens. The reasons for this may vary; for example, lack of practical experience and high costs of the Saudi employees can be considered as one of the key reasons. Nevertheless, the Ministry is providing various incentives as well as penalty schemes to neutralize all players in the market. The ultimate aim is to reduce the high unemployment rates among Saudis without the need to eliminate the useful expats.
